- W2366193695 abstract "The paper contributes to the theory of soft budget constraints(SBC),which will be very useful for discussing China's financial reform since 1994,by clarifying the difference between soft budget constraints of banking and that of non-banking enterprises,banking restructuring,too big to fail phenomenon,and institutional/policy SBC,discussing systemically the nature and scope of SBC of banking,and summarizing features of SBC of the big four state-owned commercial banks in China,namely,Industrial and Commercial Bank of China,China Agricultural Bank,Bank of China,and China Construction Bank.The paper argues that,SBC of banking denotes the basic nature of the relationship between government and commercial banks in China,reveals internal logics of reforms related to state-owned commercial banks so far,and helps explaining the key for realizing banking stability in the face of technical bankruptcy.From the perspective of SBC,reform measures taken by China's central government since 1994 for the big four SOCBs can be termed as reforms under SBC,and accordingly,China's banking stability experience can be termed as stability realized under SBC.Therefore,SBC of banking is a key factor to explain China's banking stability in absence of institutional deposit insurance scheme and adequate fiscal capacity,a precondition to discuss China's banking reform and development,and thus,will have an important policy implications for further discussing problems related to the SOCBs,financial stability,government-bank relationship,and government's role in transitional economies etc.." @default.
