- W2371520900 abstract "Towards to the process of socialization of water resources management,we emphasized the social nature of water,and introduced social resources to solve water crisis. With the human leading position and economic and social development,it becomes increasingly close contact between resources system and humanistic system. It is helpful to formulate reasonable policy if we take an accurate evaluation on the action mechanism between water resources scarcity( WRS) and social adaptation ability( SAC). Social adaptability can be understood as the capacity which utilize enough social resources to relieve the pressure of water resources shortage. Based on the system theory,we took a preliminary analysis on factors of water scarcity and social adaptability,construct the WRS measurement indicators within social water cycle,covered with the progress of water extraction,water allocation,water utilization and water reutilization and assessed social adaptation ability index system from six decision-making,including economic support,human capital,social equity,political liberty,bearing capacity and government vision. Weights of the index in two systems were determined by the combination weighting method,which synthesized the results of the analytic hierarchy process and entropy method. Then we constructed coupling coordination degree model and selected the ten provinces in north and northwest China to make an empirical analysis. According to the evaluation result,ten provinces( cities) mostly existed quality coupling effect. Hebei, Shanxi,Inner Mongolia,Shaanxi,Qinghai provinces were in the primary coupling coordination state,Tianjin, Beijing were in higher coupling coordination degree,and Gansu,Ningxia,Xinjiang provinces were influenced by the shortage of water resources and insufficient social resources,in a recession coupling coordination. With the higher development of economic and social,the water resources was relatively richer. The problems of water resouces always was along with the weak social adaptability,the less comprehensive evaluation value was leaded to low coupling coordination degree. It existed strong feedback effect between WRS-SAC,one subsystem formed development promoting effect to the other one,or both mutual stumbled in vicious cycle. Finally,according to the inefficient water utilization and social resources shortage problems,four measures were put forward to improve the couping coordination,including the most strict water resources management,virtual water strategy,water right market and public participation,and to realize coordinated development and win-win situation between water resources and social resources." @default.
