- W2376202205 abstract "Since the reform and opening up, China have attached importance to person work for a long time, and have implemented the talented person strengthen country strategy at the beginning of this century. Based on the semi-parametric estimation methods, this paper studies the relationship between economic growth and professional and technical personnel of the state-owned enterprises and institutions of 11 provinces and cities in Eastern China. The results showed that the relationship between economic growth and professional and technical personnel is the 'inverted U-shaped' relationship. This means professional and technical personnel's positive effect on economic growth is not only not improved, but gradually reduced, or even into a reverse effect, although professional and technical personnel of state-owned enterprises and institutions is the main force of China's personnel. Faced the world situation and national conditions about increasingly fierce global competition and the gradual disappearance of the demographic dividend, to support innovation-driven development strategies, it needs to adjust our personnel policy, in particular, to improve and optimize the hierarchy and structure of personnel relying on the decisive role of the market, and vigorously to tap 'Talent dividend'." @default.
