- W2378601849 abstract "During the period of the Anti-Japanese-Aggression War,the supervisory system of the senate within Shaanxi,Gansu and Ningxia border area was a system with the basic concepts of the modern parliament,the positive experience of which lies in two: first,it set up a direct,general,equal and anonymous vote system to realize voters' supervision for the senators and prescribed its specific procedures;second,drawing lessons but differing from contemporary western parliamentary supervisory system,the supervision to the government's judiciary system seemed more progressive compared with that of national government and regional government at that time.In conclusion,such doing of the above-mentioned supervisory system provided a very valuable experience for the subsequent transition and the ultimate establishment of the supervisory system of the National People's Congress." @default.
