• W2379995091 abstract "There are some underlying reasons such as unreasonable essence of planning, too centralized power held over by the governmental administration, unreasonable planning structure, land zoning without independence, and low level of protection of individual rights and interests in making land use planning. This paper focuses on the main problems that China faces in making land use planning. These problems are as follows: fi rst, the authority for planning is centralized, and micro-design is absent. Second, the effect of planning is lag, and control effect is weak. Third, the classifi cation of planning is indistinct, and connection model is extensive. Fourth, target decomposition is rough, lacking of implementing measures. Fifth, partitioning mode is improper, and short of control rules. Sixth, opportunity from the public participation is absence, and protection of rights and interests is poor. On account of this, this paper proposes that we should simplify administration and transfer power to a lower level, and strengthen coordination of the departments. Furthermore, we should reform land classifi cation and promote the integration of urban and rural areas, optimize land zoning and realize quantitative control. Public should participate in work of legislation so as to guarantee the rights and interests of the principal part." @default.
