In Washington terms, education is a non-starter, ranking in political respect slightly above clean waterways but below tobacco subsidies. Ideologically, though, educa tion was a deadly serious issue for the Reagan Revolution. The President's greatest success for education was not in programs, however; it was in publicity. When A Nation at Risk,1 the first educational reform report commissioned by the Reagan Administration, became nationally publicized, many reforms were already underway. The reforms called for in the report were not revolutionary or new, but had already found their way into legislation in many states. Increased professional standards for teachers, more stringent high school graduation requirements, competency and knowledge testing as a prerequisite to teacher credentialing, career ladder and merit programs, all had found their way to the front of the states' agendas. This source of ideas in practice was all but forgotten after 1983, when reforms everywhere were generally credited to the wave of response to A Nation at Risk and that genre of reports.
