- W2387276422 abstract "Green development gradually becomes a consensus solution to the multiple challenges of resources and environment in the world. The green development of energy,which is improved with the energy use efficiency,is the key of green development in China.Coal is the most important basic energy in our country. The fossil energy,represented by coal will account mostly for a major share in our country. As a result,improving the coal use efficiency( CUE) is of great significance to improving energy efficiency. Aiming at the current issues on measurement of CUE,this paper establishes the SBM model including undesirable output,which takes the regional annual coal consumption as a input indicator of energy,the employee in the second industry as a input indicator of human resources,the sum of energy industry and coal mining industry investment in fixed assets as a input indicator of capital,the added value of the second industry as a indicator of desirable output,carbon emissions of coal resources as a indicator of undesirable output,to evaluate the CUEs of 30 Chinese provincial area from 2000 to 2012. The result shows that the average CUE of these examples is only 0. 269,and the general level of CUEs is not high in China. Regionally,the highest CUEs appears in the East,secondly in the Northeast,thirdly in the Central China and last in the West. Central and western China,which lags the average level of China,is the key region for enhancing the overall level of CUEs. In recent years,China's annual GDP growth rate is faster than the decrease in the energy intensity,the decoupling relationship between energy consumption and economic growth become a research hotspot,but thehookof energy efficiency and the economic development has not been caught enough attentions. It can effectively raise the quality of economic growth that the energy consumption and the economic growth decouples as while as the economic development and the energy efficiency don't decouple. This paper,adopting decoupling theory,analyzes the relationships between coal consumption,CUE and economic growth at national and regional levels respectively based on the GDP elastic coefficients of CUE and coal consumption. The result finds that China has gained some effects in controlling coal consumption,but the improvement of CUE is limited due to the present status of industrial structure,technology and management. Meanwhile,the relationships between coal consumption,CUE and economic growth at national and regional levels have been changed from absolute hooking to absolute decoupling,and the gap in regional decoupling degree is decreasing." @default.
