- W2389912292 abstract "In the health care system of Chinese PLA, there is an capitation payment with subsidies system for military dependents, which called Baogan Medicare. With the development of military construction and the establishment of state market economic system, the disadvantages of Baogan Medicare have been becoming more and more serious. One of it is the unbalance of medical supply and demand. The dependents have same health care as servicemen, almost all the cost paid by defense fee and no limitation for their health services. Another one is no well organized financing system and fund increasing mechanism. Therefore, the medical units have to afford the extra cost, which impacts the medical support for servicemen. Based on a military region database form 1995 to 1999, we analyzed the Boagan Medicare health expenditure and suggest to reform the management and payment system." @default.
