- W2391742059 abstract "During the mid 1960s,the CCCPC leading collective with Mao Ze- dong as the core once extraordinarily designed and decided upon a national strategic policy of constructing China's third- line areas( regions in the 13 provinces in Central and Eastern China),which was later implemented fast and powerfully. Ever since there has been a widespread dispute over the very policy,from which three kinds of opinion derive,namely,the loss outweighing the gain,the gain balancing the loss,and the gain outweighing the loss. The present paper argues that in general,this national policy is basically right for its strategic insight and historic significance,which has been well proved by practice in China,and that in the meanwhile the resulting faults and failures,although few,should be remembered as worthwhile lessons and precious references to draw on in the future." @default.
