- W2391988710 abstract "The State-owned Assets Supervision and Administration Commission has introduced economic value added (EVA) into the performance assessment of central state-owned enterprises and stressed that, as all capital has a basic cost, an enterprise has created value only when return on investment capital (ROIC) is higher than capital cost. ROIC is the driving force of business value measured on the basis of income. There is no fundamental difference between EVA and ROIC. Maximizing EVA equals maximizing corporate value. ROIC is sensitive first to cost, then to price and third to investment which still has a direct impact on EVA. Changes in resource tax policy have a considerable impact on EVA, while changes in RMB exchange rates have different effects on the EVA of upstream and downstream enterprises at different times. This paper suggests that petroleum and petrochemical companies should strengthen cost control, have lean management and adjust their mode of development. Studies should be conducted on specific effects of changes in RMB exchange rates as well as on details of adjusting accounting items and on major issues in order to get policies most favorable to EVA performance assessment. This paper also suggests that the government should consider the integrated levying a resources tax and a windfall profits tax, gradually rationalizing the natural gas price, and cutting the VAT on natural gas." @default.
