This paper first analyzes the main contents of Ma's diplomaticthinking and propositions; then it explores the background and objectives of these propositions as well as their basic features; finally it briefly discusses their implications and prospects. Ma Ying-jeou proposes to resolve the issue of engagementthrough consultation and negotiation based on the1992 Consensus,to abandon the Scorched Earth Diplomacyexercised by the DPP authorities and to exploreTaiwan's engagementby flexible and pragmatic means,all of which helps ease the tension and even confrontation between both sides across the Taiwan Strait in the arena.
