Edited version of a paper given at the Alia public libraries conference 12-15 November 2001 ********** In 2001 the City of the Gold Coast in Queensland has a population of more than 400,000, making it the sixth largest city in Australia. In recent years there has been general support for publishing local heritage information on council websites. A focus on technology, flexibility, resourcefulness and a collaborative approach are some of the skills needed in webpage development, but traditional library skills still provide a foundation for these projects. Use of web technology Fortified and inspired by years of patient collection and database development, local studies librarians have quickly identified web technology as the solution to the dilemma of presenting and promoting unique local information to the wider community. Having identified the goal, we chart a rough course through the maze, prepared at all times to revise plans when facing obstacles or when information is inaccurate or not readily at hand. The course set is different for each library since it is determined by variables such as the size, objectives and interest of management and the funding body, opportunities and timing, the content of the collection, available hardware and software, and significantly the resourcefulness of the project team. To increase the chances that the decisions made are the best ones, it is useful to identify common issues in digitisation and webpage projects. Progress and experiences in undertaking the Gold Coast City Council local studies heritage project will be discussed within the context of these general issues. Digitisation Digitising photographic collections and converting patterns and colours into numerical values which a computer can manage, is at the very heart of delivering local studies resources through the internet. In the absence of a preservation or photographic section, the local studies staff in a smaller library service need to acquire a basic familiarity with photographic and digitisation processes. The competencies required to perform these new tasks are different from those required in managing traditional formats. Standards and best practice need to be identified. Decisions need to be made about investing in hardware and software; developing local skills or outsourcing the work. The staff collaborate with a wider range of people than in the past, including photographers, digital and IT specialists, web designers and programmers. Any knowledge acquired at this point will be an advantage in benchmarking, quality assurance checks and subsequent initiatives or work rounds. The Gold Coast local studies library This houses a collection of approximately 15,000 images relating to the Gold Coast, with much of the collection having been digitised over a four year period. Levels of knowledge, access to improved technology, and the costs and quality of service from commercial vendors have been key issues for consideration in the earliest stages of the project. Work flow and technical information associated with digitisation were only recently uncharted territory for library staff. Increasingly, we balance the management and use of electronic formats with traditional services and resources which still await digital conversion. Behind it all, the fundamentals are the same * a common sense approach * balancing costs against value * recognition of present and future user needs * a commitment to quality assurance.
