Following Howard1 and others, two flows of movement can be distinguished at each level - 'transfers' and 'branches'. A transfer move is a complete relocation, involving the closure of previously occupied premises. A branch move constitutes a new and additional establishment for the company. From previous work2 we know that branch plant moves predominate at the inter-regional level and that a high proportion of the suburbanizing moves are transfers, while intra-regional moves are more evenly divided between the two categories. Unease at the Dominance of Branch Plants The dominance of branch plant moves at the inter-regional level by a ratio of two to one in terms of number of moves and of three to one in terms of employment generated,3 as well as their importance for intra-regional dispersal programmes, has given rise to concern in the areas receiving these moves. Some unease has been expressed at the potential or realized dependence of individual areas upon branch plant migration for their future economic growth. This unease has been directed at four supposed attributes of branch plant movement, when set against complete relocations : 1. That, even though a town or a region may have success in attracting such plants, branches will not bring the managerial decision-making tasks to the area. This is regrettable, because: (i) it may introduce or perpetuate a socio-economic imbalance in the population by keeping the number of new white collar and/or more highly paid jobs to a minimum, and (ii) it fails to lay an adequate foundation of people with relevant training and experience for future self-generating and self-sustaining economic growth from within the area. Branch plants are feared as being merely production units, controlled from a distance, lacking commitment to an area and providing little opportunity for local managerial advancement. 2.
