Following World War II, the Finns initially probed to discover the limits of the puolueettomus (neutrality) written into the 1948 Treaty of Friendship, Cooperation, and Mutual Assistance, only to encounter a series of alarming crises in which the Kremlin sharply reacted to certain Finnish actions. With the Note Crisis of 1961, however, a modus vivendi was reached: Finnish political leadership must remain in the hands of people trusted by Moscow, and ties with the West must be limited to those having at least begrudging Soviet acceptance. Nevertheless, with neutrality still the key to Finland's foreign policy, its precise meaning continued to be a matter of intense concern and sensitivity.
