- W2411195845 abstract "The question is raised as to whether existing federal tax laws have encouraged families to bear more children and whether those same laws can be amended to encourage families to bear fewer children in the future. It is clear that current federal tax laws encourage population growth by providing subsidies to families with children. This policy is a product of a series of decisions each of which has had as an unstated premise the desirability (or at least acceptance) of high birthrates. The pronatalist provisions of U.S. tax law are: the dependency exemption joint return rates head of household tax credit for dependents deductions for child care incentives for thr rich and home ownership deduction. Many recommendaions for change have been made. All stragegies are subject to 2 basic questions. How far generally can Congress intrude into what are traditionally state functions and concerns for individual discretion? and How far specifically can Congress go by means of its taxing and spending powers of the Constitution? A deduction is proposed for those individuals who have successfully curbed their urge to procreate in the past. The amount can be modest because its value is to be merely symbolic. In any event it will be a reallocation of burdens and could be keyed to a time for selective tax cuts. For example the deduction would be allowed at age 45 for individuals with no children at age 55 for individuals with 1 child and at age 65 for those with 2 children. The deduction at 10-year intervals would prove academic for those with more than 3 children." @default.
