This is the conclusion Helena Cobban makes in her perceptive book on the contemporary movement of Palestinian national resistance embodied, since 1969, in the PLO.* Beyond expressing a fundamental truth about the PLO and a major reason for the Palestinian people's appreciation of its leaders, Cobban has grasped the element that has been most at stake since June 1982. In confronting the vastly superior Israeli invasion force, the PLO and its leader/symbol Arafat aroused intense pride among all Palestinians: mixed with a deep bitterness against the inert nation, this pride also strengthened the feeling of Palestinian political and existential separateness. Yet this isolationism has coincided with a crucial moment in Palestinian and Middle Eastern history, with a culmination of the patterns in motion within the Arab body politic since the early seventies. Externally, most Arab states have become involved with other issues such as the Spanish Sahara, Chad, and Iran. Internally, the cumulative effect of years of political repression, coupled with greater brutality and arbitrariness in an age of more efficient population control, has been to subdue and depoliticize the mass of Arab people. More critically, the intellectuals and petite bourgeoisie have been coopted or cowed, imprisoned or killed, or forced into exile in the West. Thus, despite the ties which the Fateh/PLO leaders initially assidiously cultivated with the Arab states, political intelligentsia, and masses as insurance against a rainy day (as Cobban documents), these three elements of the Arab environment have gradually moved away, leaving the PLO without its protective umbrella. If this development within the Arab system has provided the necessary environment, then far more serious is the split within Fateh and the PLO that it nurtured.
