Lewis Carroll, Through the Looking Glass, 1872 Language, Structure and Metaphor Between 1989 and 1998 the Industry Commission occupies the high ground of industry review. Established by a Labor Government, it secures its place institutionally under the Coalition through transformation into the Productivity Commission. Reforms, however, have costs, they impose social dislocation, they can alienate the electorate. The commission must therefore confront the possibility that its work will be undone, unless the value is communicated successfully. To ensure success the commission tells an archetypal story' of community benefit. (1) The story is the means of influence: the teller derives significance from miscellaneous information and recasts it into persuasive form. The audience discovers that the story draws together information and understanding in a coherent, formerly unperceived picture. In this way the vision can be communicated, bonds are created, goals, impediments and solutions become common. Seeking to defeat existing stories, the new story proffers a contrasting path. (2) In this case, the new story is a unitarian market-competitive future. Consistency of content is underpinned by consistency of language, but in the `charity sector' inquiry (Report 45) and in the sector's response, languages collide; for the latter, the economic vocabulary is largely `impenetrable' until it is decoded. The commission therefore attempts to addresses Community Sector Welfare Organisations (CSWOs) in terms that will make their `meeting' amicable. Through language it ventures into social policy territory, beyond the domain of microeconomic reform. In the terminology I use, the commission's economic orthodoxy and the sector's paradigm comprise competing `stories'. To construe the commission's story we must consider how it deploys language. The story metaphor draws together language focus and policy objectives: the manner of telling is decisive for what is told, and it explains language selection and consistency of content. The `languages' metaphor explains how specialist vocabularies are crucial for knowledge: to enter a discourse we must command certain vocabularies; if we move from within that discourse, we carry assumed meanings with us. (3) A story's language consists of lexical `registers,' from `high' (technical) through to `low' (everyday speech). A technical register excludes, imposing a high degree of impenetrability, but a shift to a lower register can enhance readability. Appropriate register selection also `cues' readers to access a known mode. In their responses readers then adopt appropriate language, which moulds expression and thought. Applying the register schema to commission reports, we find a series of overlapping focuses: informal language, which is concrete and familiar; moral language; value-laden social policy discourse; the closely aligned languages of business and the New Public Management (NPM); and technical terminology (especially economic). These engage with one another: social policy draws on ethics, on business and on NPM vocabulary; business and NPM advocates rely on technical terminology for credibility and to discredit opponents. Four modal aspects can be deployed: claims about truth; a proposition's desirability; attitudes towards obligations; and giving permission. (4) This framework elucidates commission empowerment: modalities are used to maintain authority in the discourse. Advocacy is based in truth. (5) Desirability of competition is affirmed.
