This study has an exploratory nature, purpose and mixed approach (qualitative and quantitative methods). This article began with a qualitative approach first and the dimensions and factors affecting virtual university were identified and then were analyzed using the Delphi technique. In the next step, based on information obtained from the previous stage, an instrument to measure virtual university according to the study (Payam Noor University) design and reliability and validity were assessed (quantitative method). To assess validity, tools made of validity, construct validity and to assess the reliability, Cronbach's alpha was used. The findings show that with regard to verification in order to assess the reliability and validity of the scale virtual university research, the scale will be formed based on four main structures: Consisting of variable management processes with two dimensions (support processes, core processes) and variable information architecture with 4 dimensions (infrastructure, strategy, human data) and variable architecture with 6 dimensions (environment, culture, concentration, complexity, formality, Technology ) and mediator, is confidence in e-learning. In this study, variables, dimensions and indicators affecting the construction scale virtual campus fits the theoretical foundations was presented. Statistical describe the dimensions and features of the study population are listed at the results suggest that the average of all factors is higher than 3 and facilities management processes with an average of 3.897 has the highest average and then put structures in place after information architecture with an average of 3.851. It can be concluded that the average of the factors and components of them are above average and almost at the same level." @default.
