- W2462417018 abstract "It was the demise of Turkey-in-Europe which dominated the European scene after 1912. The collapse of the Turkish Empire gave a new and dangerous importance to the old Austro-Russian rivalry. It affected the relations between the powers in each of the two major continental blocs. Russia’s Balkan and Turkish politics represented the weakest link in the Entente chain; though the French may have proved willing to underwrite a Russian advance, Grey had no wish to repeat the experience of 1908–9. On the other side, Austria — Hungary’s Slav problems threatened the very existence of her Empire. It forced the Austrians and Germans to reconsider their positions and increasingly tied the stronger power to the requirements of the weaker. Grey continued to hope that a programme of rejuvenation at Constantinople would postpone any final cataclysm. The Foreign Office pursued the hopeless plan of an alliance between Turkey and the Balkan states. When this programme failed, the British retreated into isolation. Grey was almost entirely passive during the Albanian revolts of 1911 and, when Italy declared war on Turkey in September, the Foreign Secretary resolved on a policy of non-intervention.
