Butna mere recital of the main events of that time is not sufficient;nan attempt has been made to interpret the facts in a particularnway.nThe broad assumption in what follows may be stated thus:nthere is, in any nation*s relations with other nations, a hardncore of well-defined and traditional interests more or less explicitlynrecognized by all groups as sacrosanct. External forcesntending either to advance or to detract from these interestsnwill be reacted to by nearly all groups in a fairly predictablenmanner# No group in Australia would, for instance, contemplatenfor one moment a radical alteration_of the general pattern ofnimmigration into Australia.The extent to which these 'high-priority' interests areneffectively preserved of course depends upon considerations ofnpower. The preservation of such interests is, in effect, anuseful criterion for determining whether national power isnadequate. The continuity over a long period of time of a statenincapable, through lack of sufficient power, of preserving itsnwell recognized 'high-priority' interests may be regarded withnsuspicion. Conversely, an increase of national power maynincrease proportionately the number and breadth of interestsnregarded as vital.But the pattern of international relations in the modernnworld, especially in peace-time and especially with the growthnand complexity of international organization, is not whollyndetermined by nation-to-nation contacts of the kind indicatednabove. Less and less, nations are interacting solely onnquestions of peace and war; more and more are they co-operatingnin economic and social, as well as political, matters. Asnwe should expect from the arena of international contact tonbe considered in the following pages, more emphasis willnnecessarily be given to this latter kind of international contact,nalthough occasionally high-priority interests will benencountered (as on the question of immigration policy at SannFrancisco, and on the question of the retention of control innNew Guinea and Nauru after 1945).It is in the latter field of international contact that annation's 'view of itself' or 'role' tends to be important.
