- W2472496064 abstract "How can new innovation indicators contribute to policy analysis? In the evaluation of innovation policies important information can be drawn from the results of the surveys on innovation introduced by firms, such as those of the EU-sponsored Community Innovation Survey (CIS). Relevant information includes results on the nature and economic impact of innovations, and on the sources and barriers to technological change. Some innovation surveys, such as the Italian one, have included also specific questions on the relevance attached by firms to various innovation policies. The Italian survey shows that a large majority of the 7,553 firms which have introduced innovations in the period 1990-1992 declared that the existing technology policies have had little relevance for the introduction of their innovations. The analysis shows that most public policies and funds are targeted to the largest firms in the high technology sectors. The existing policy tools appear hardly adequate for supporting the much larger body of innovating firms of smaller size and active in all industries. Moreover, the results show that institutional and external constraints and incentives such as the environmental ones play an important role in innovation decisions by firms, even more than specific innovation policies.
