(Girard and Roussel, 1982, p. 341) Although the socialist countries of Eastern Europe experienced some of the lowest fertility levels in the world in the 1960s (since surpassed by many Western countries), fertility trends were reversed in the 1970s. Because the reversal of fertility decline occurred in the context of comprehensive pro-natalist measures, the increase in the East European birth rates has received a lot of attention, not only from population planners in Eastern Europe, but also from many population specialists in the West. However, the experts have differed considerably in their assessment of both the long-term significance of the fertility changes and the usefulness of some of the standard fertility indicators, especially family size.
