- W2477074141 abstract "Europe is facing a political ‘backlash’ against migrants. New right-wing parties, governments and the media are concerned about the presence and impact of migrants in these societies. Debates in European polities are evolving over the question of regulation and criteria for inclusion and exclusion. At stake are migrants’ rights to cross the borders of any European country, to have access to citizenship and to benefit from the welfare provisions allocated by each state (Baldwin-Edwards and Schain, 1994; Cesarani and Fulbrook, 1996; Martiniello, 1994). European governments are following common guidelines — such as those that are set out in the Schengen agreement — to regulate migrant flows along two lines. First, they are adopting stronger and more coordinated border patrols to prevent the entry of new migrants from countries outside the European Union and to make legal procedures for deportation and expulsion easier to implement. Second, they are increasing police and administrative controls over migrants already inside the European Union. Access to regularization through residence and work permits (which allows migrants to benefit from civic, political and social citizenship rights and to enter the formal labour market) is more and more linked to and constrained by a migrant’s criminal record. Migrant criminality has now become a basis for inclusion or exclusion from EU countries." @default.
