This chapter first describes the BBC's uninspired initial reactions to war and the ways in which it expanded popular music programming with broadcasts by dance bands and popular artistes like Gracie Fields. Second, it explores the innovative Forces Programme, begun in January 1940 to serve British troops and to provide a light alternative for home listeners. The Forces Programme was significant because it represented how the BBC conceptualized a special audience (male soldiers), acknowledged background listening, and used music to serve these new priorities. Finally, this chapter considers the 1940 song-plugging scandal, during which the BBC reaffirmed its conviction that dance music required careful control." @default.
