Contemptuous of the gap between the organisation’s pretensions and its performance and resentful of the anti-Western sentiments which were so often heard in it, the attitude of the Reagan administration to the UN fluctuated between thinly concealed indifference and vitriolic dislike. (Though the lead in the anti-UN campaign was taken by the Republicans, the Democrats were not far behind.1) This attitude was personified by the hard-edged, hectoring, right-wing ideologue who was sent to the UN by President Reagan as his ambassador in 1981: Jeane J. Kirkpatrick, an academic specialist in Latin America.2 The budgetary consequences for the UN of the influential Jeane Kirkpatrick, who thought that on political and security matters the UN’s significance lay in the sphere of propaganda rather than diplomacy, have already been described in Chapter 2. However, as intimated at the end of that chapter, in late 1986 and early 1987 there were unmistakable signs that the White House, the State Department and the ‘USUN’ mission in New York, if not Congress, were mellowing towards the UN and that, as a result, a financial reprieve might be in sight.
