This policy model concerns both (1) outcomes on the basis of individual behavior and social interaction, and (2) assessment of social states in terms of what matters to individuals and society.The impact of fiscal policy on individual and social welfare works through the induced pattern of fiscal stability and growth, and the levels of social inclusion. Growth creates opportunities, whereas social inclusion enhances the ability of individuals to take advantage of those opportunities.Whether fiscal policy leads to growth and improves social welfare depends on its incentive properties and the supporting governance apparatus.
