While the distribution of doctors is more skewed toward urban areas, that of nurses is less so, and that rural areas tend to have higher numbers of workers without formal training. Supply and demand control the imbalance, with reduced demand in rural areas expressed by employers' inability to hire and rural populations' lack of health insurance, and a general limited supply of workers who are willing to work outside of urban environments. Policies that address the imbalance increase funding to rural districts and facilities, incentives to boost supply of rural workers, compulsory placement or bonding programs to require graduates to work in rural areas, rural pipeline policies for medical education, and using alternative skill mixes.
