Ferner wird untersucht, ob beide Risiken in einem wettbewerblichen Versicherungssystem versicherbar sind. Im Fokus steht dabei die Frage, ob, in Bezug auf Berufskrankheiten in einem wettbewerblichen System mit langfristigen Versicherungsverträgen und der Übertragbarkeit von Rückstellungen, Kostenexternalitäten auf ältere Arbeitnehmer sowie Arbeitnehmer mit erhöhtem Risiko durch den verursachenden Arbeitgeber vermieden werden können. Aus der Analyse werden dann Handlungsempfehlungen für die Reform der GUV abgeleitet. Possibilities and Limits of Competitive Reforms of the Statutory Occupational Accident Insurance While the statutory health insurance system implemented elements of competition on successively, the statutory occupational accident insurance (GUV) remains a monopoly. This raises the question, whether competition is possible and desirable in the occupational accident insurance. Firstly, the specifications of the insured risks, namely occupational accidents and occupational diseases, and of the market for occupational accident insurance are analysed. Furthermore, the insurability of both risks in a competitive insurance market is analysed. The focus lies on the question, whether a competitive system can prevent cost externalities on older and high risk employees caused by the employer, regarding a competitive system with occupational illnesses with long-term insurance contracts and the transferability of old-age provisions.
