- W2488663404 abstract "Following the October Revolution of 1917, the new Soviet state found itself with a need to create a diplomatic service ex nihilo to negotiate with foreign powers.1 There had, prior to this, been no plan of action for a diplomatic service, just as there had been little thought as to how government after the Revolution might be organized, nor precisely what the Bolsheviks would do once in power. The reasons behind this lay largely in both the Revolution itself and in revolutionary ideology, particularly with respect to foreign affairs, but more generally with the disruption caused to the structures of the state before the Revolution and the notion that the state would eventually wither away. It was only with the creation of the Council of People’s Commissars, Sovnarkom, that the Bolsheviks began to put in place the structures of the new state. Even so, this largely took the form of renaming pre-revolutionary ministries as commissariats, and it would appear that there was a less than full commitment to the idea of a Foreign Ministry.2 Trotsky’s famous statement when he was appointed as Foreign Commissar that he would ‘issue a few revolutionary proclamations to the people and then shut up shop’ betrays the Bolsheviks’ belief that they would not have to deal with the world via conventional diplomatic means.3 They set about diplomacy in their own way, at times displaying a complete disregard for its norms, at others displaying some degree of acceptance of them." @default.
