- W2498163949 abstract "There is a drug problem because people want to use drugs and states do not want them to. This leads to the question, why? States do not want people to use drugs because they fear the outcome: the possible collapse of the state. In this context the term state is used as shorthand to refer to those in authority who control the machinery of the state. It accepts that within and between state institutions there may be many competing voices. States base their policies of control and prohibition of drugs on a set of assumptions: everyone wants to try drugs; if they try them they will become addicted; addiction corrupts the individual and society and could ultimately destroy the state. This view is encapsulated by George W. Bush: ‘we must reduce drug use for one great moral reason: over time, drugs rob men, women and children of their dignity, and their character. Illegal drugs are enemies of ambition and hope. When we fight against drugs we fight for the souls of our fellow Americans’ (cit. Federal Drug Control Programs, 2003, 376). States also assume that if drugs are illegal people will not try them, or that those who do will be few enough to be manageable. This prompts states to prohibit what are described as ‘dangerous drugs’, dangerous not necessarily in the sense of killing the user, although sometimes this does happen, but dangerous in the sense that drugs cause degeneration of the individual and endanger social cohesion and the stability of the state." @default.
