The strategy for the control and prevention of bluetongue (BT) follows the conventional steps of risk management decisions, based on current scientific knowledge, but it is also greatly influenced by the constraints of relevant national and international legislation and agreements. For the decision-maker, the first critical point is to set the objectives of the control measures to be considered and implemented. Morbidity, mortality and production loses caused by BT may be significant, depending upon the species and breeds of ruminants infected. Animal movement restrictions and export losses can also have significant cost implications. To this may be added the costs of surveillance, the laboratory testing of large numbers of samples and the possible implementation of a vaccination campaign. All of these options and actions should be set out in a national contingency plan. It is therefore clear that the precise strategy to be followed needs to be decided on a case-by-case basis following a risk/cost-benefit assessment." @default.
