While phenomena generating fear are not necessarily new, the short-sightedness of our current era makes us unaware of their long prevalence over time. ‘Old processes continue to operate, the past is transformed, it is not obliterated. That a “postmodern” city would have displaced the old or the modern cities is not convincing. Novelty is always a rhetorical move and history ever-present’ (Beauregard and Haila, 2000, 23). There may have been a time historically when imaginary or real fears were mostly confined to local communities. The story of a crime would not go further than the limits of the district. But, increasingly, risk and fear are experienced, portrayed and discussed as globalized phenomena, particularly since 9/11 (Pain and Smith, 2008, 1). If current macro-changes alarm people, it may be because of a lack of clues to make sense out of them. This chapter firstly examines urban insecurity and fear in a historical perspective. It conveys voices of thinkers who, along centuries, have analysed fear and insecurity. It shows what continuities with our time are discernable. Secondly, it reviews the fears and feelings of insecurity linked to globalization and characterize our time. They impact on collective urban life in various degrees. This analysis frames the context for further investigation into specific threats addressed in Part II." @default.
