- W2503538606 abstract "The rapid expansion in inquest and jury procedure described in chapters 1 and 2 created an extraordinary challenge for royal government and administration. The king’s administrators always had plenty of work to do simply to ensure that the principals in a case and relevant county officers were present in court when the king’s justices needed them. But the emergence of the jury system demanded that they have many dozens, sometimes hundreds, of jurors in attendance at royal court sessions. To meet this challenge, local officials had to create and oversee a workable process for selecting jurors and guiding them through their assigned tasks. On the whole, they carried out their duties well, with a remarkably small staff and remarkably little help from the central government. There were chronic problems to be sure: Jurors frequently failed to show up for their appointed court date; they often complained about the method of their selection; and charges that officials used their power to appoint jurors in partisan or corrupt ways were common throughout the period.
