- W2503729491 abstract "Rape crisis centers have been providing services for victims for more than 30 years (Koss and Harvey, 1991). This systematized response evolved when it was realized that rape victims could not get the required understanding or support from family, friends, or medical and legal systems. The grass-roots movement took on the tasks of ensuring that victims had access to informed and sympathetic advocate–counselors to assist with the emotional consequences of rape and to deal with the appropriate systems. These centers also considered community education, system reform, and empowerment of women and victims to be central to their mission. There is a history of victim care services in general, and the anti-rape movement in particular. Largen (1985) credits two forces for finally bringing the problem of rape to the attention of the citizens of the U.S. in the late 1960s. First, primary credit is given to the women’s movement for initiating the consciousness-raising groups and then the “speakouts,” where women began saying publicly what they had not dared say previously about rape. Second, in response to a rising crime rate and the growing community concern over the problem of rape, Senator Charles Mathias of Maryland introduced a bill in September, 1973, to establish the National Center for the Prevention and Control of Rape. The purpose of this bill was to provide a focal point within the National Institute of Mental Health from which a comprehensive national effort would be undertaken to conduct research, develop programs, and provide information leading to aid for the victims and their families; to rehabilitate the offenders; and, ultimately, to curtail rape crimes. The bill was passed by an overwhelming vote in the 93rd Congress, vetoed by President Ford, and successfully reintroduced.
