It can be argued that if the movement of capital, goods, and services can be allowed, why not the movement of people to address the asymmetries in demographics and manpower in trading countries? This chapter explores the impact of the recently forged free trade agreement between the Philippines and Japan on the movement of people. In an earlier study prepared for the Japan– Philippines Economic Partnership Agreement (JPEPA), Tullao and Cortez (2003) suggested that the flow of temporary workers from the Philippines to Japan should be restructured, from entertainers to what an aging society really needs, health workers and nurses. Exploring this aspect of the Japan– Philippines free trade agreement is relevant in the context of strengthening economic relations between the two countries. Japanese investors are known for their commercial presence, particularly in the electronics and automotive industry, in developing countries like the Philippines. Since the reestablishment of diplomatic ties, Japan has become the top aid donor to the Philippines, contributing US$9.4 billion over the past 23 years or 51 percent of all foreign loans. On the other hand, the Philippines is reputed to be the leading exporter of labor in the world, ranging from the semi-skilled to professional and technical workers.
