Librarians have measured quality in terms of inputs and outputs, where the inputs are typically quantities of resources and outputs are tabulations of activity or workflow. Librarians are comfortable counting such things as the amount of budgeted money; number of staff employed; number of volumes held, added, cataloged, or preserved; number of books circulated; or number of questions answered. Assessment has had a quantitative bias and is equated with associating numbers to attributes of what is evaluated. An implied relationship exists between quandty and quality by which a library is ranked as better if its measurements are higher than those for other institutions of similar purpose. But a shift is occurring in the way quality in libraries is measured. The shift that is being advanced by some librarians and administrators during the past few years is to refocus the measure of quality from this traditional approach that relies on counts of what a library has and does to introducing a customerbased orientation. The shift is not, however, limited to new techniques introduced for gathering data. Rather, a fimdamental change is extending the concept of quality to relationships between the library and its customers. The change also invites looking beyond the measurements--the numbers assigned to attributes--and reflecting on the assessment process that starts with criteria and ends with a judgment. These shifts have challenged assumptions on what is measurable about quality in libraries, how we gather data to measure it, and who makes the judgment about quality in libraries.
