Some have gone so far as to advocate a fundamental restructuring of international relations- a movement away from interstate conflict and nuclear deterrence - but the moderates have had more modest goals: a capping of military expenditures, arms control that would reduce the danger of nuclear war in case a crisis did occur, a lessening of international political tension and the domestic political strains it produces, and what is usually called a management of the SovietAmerican relationship. In fact, for the past 40 years, the United States and the Soviet Union have managed to avoid war with each other- no mean achievement in light of the history of the first part of the century. Especially since Nikita Khrushchev's removal, the most serious potential conflicts have been handled quite safely. The Vietnam War (even the bombing of Soviet ships in Haiphong harbor), the Israeli-Egyptian War of 1973, the various Lebanese crises, the Iran-Iraq War- none of these came even close to producing the disasters they might have. Even in the Reagan-era atmosphere of U.S.Soviet confrontation, the Lebanon crisis and the Iran-Iraq War were dealt with quietly and well. Yet avoiding catastrophes is in some ways all that the United States and the Soviet Union have succeeded at; otherwise, U.S.-Soviet relations have not followed the course the moderates have advocated.
