Images of other world powers on the move and predictions of big-power confrontations over empire surrounded the two naval elites' pursuits of global power and maritime force under navalist auspices. These pursuits assumed that the making of the United States and Germany as nation-centered world powers rendered inevitable direct confrontation with other global empires, including Japan and the United Kingdom, and required the accumulation of maritime force for big-power war. This chapter considers how the particulars of German and U.S. navalists' strategies of world power were shaped by a sense of race as well as racial commonality and difference.
