Unravished by the war, the United States emerged in the postwar period the giant ol the economic world, as President Harry S. Truman aptly noted.' Before launchinig a massive co-ordinated assistance program in 1947-the Marshall Plan-Washington had granted aid haphazardly through a variety of programs and special loans. Large contributions to the World Bank, International Monetary Fund, and the United Nations Relief and Rehabilitation Administration, a sizeable loan to Great Britain in 1946, Export-Import Bank loans to nations scattered across the globe, and Truman Doctrine assistance to Greece and Turkey were part of America's postwar economic offensive. Most of this foreign assistance was designed to reconstruct Europe from the war's ugly devastation. Countries in the developing areas of the Middle East, Latin America, Asia, and Africa complained about this European emphasis and appealed to the United States for aid to stimulate economic development. They were not convinced by the State Department's argument that the reconstruction of Europe would benefit them significantly. althou,h indirectly. Implied in the American emphasis on Europe was an unpalatable suggestion of colonialism or dependency on traditional European powers. Developing nations, particularly after the Marshall Plan, asked for direct American assistance. Gradually Washington recognized that developing nations could not be taken for granted as allies of the West in the Cold War conflict with the Soviet Union. America could reconstruct and align Western Europe with its foreign policy, but might forfeit the allegiance of much of the rest of the world. Then, too, raw materials shortages in the United States were acute in the postwar period and could be relieved through expanded trade with former colonial areas. And developing countries were real and potential sites of disruptive revolutions. American aid and trade, went American thinking, could establish global stability.
