- W2518617811 abstract "Conventional legislative research fails to capture some of the motivating factors behind congressional behavior in foreign policy. One major factor that scholars have ignored is the way members' frame an issue. The results presented here on the vote to approve the Gulf War suggest that the choice of frames is a significant part of the process of legislative decision making. To wit, as members utilize more extreme frames they become less likely to defy their ideological moorings. Extreme frames are largely the product of electoral security. Interestingly legislators targeted by pro-Israeli organizations employ more moderate frames - thereby making targeted members more prone to ideologically inexplicable votes. By ignoring the way members frame issues, scholars have failed to illuminate the causes of ideologically contrary votes and have under-estimated the relevance of interest groups in legislative outcomes." @default.
