It permeates most if not all of the social worlds in which we live, and its significance perhaps can be measured by the fact that other people's negotiations can have a variety of consequences for the ways in which we live. We read about negotiations in newspapers, watch instances of it on television, and engage in it in our daily lives. It is used by some as a personalized style of interaction and by others reluctantly and only out of necessity. But negotiation as a form of interpersonal and intergroup interaction is a fact of social existence. Such scholars as William Zartman and Herbert Gans even assert that modern society is a negotiating society. According to this view, we live in a rapidly and ever-changing world in which the normative components continuously must be reconstituted, debated, and negotiated. Nothing ever is fixed once and for all. The position taken by Anselm Strauss in Negotiations, however, is a more fundamental and ultimately a farther reaching view. Strauss is concerned with the relation of negotiation to social order, and in that concern he rejects the notion that negotiation is characteristic only of modern society-that somehow modernization creates a distinctive set of circumstances which calls forth the functional utility and necessity of negotiative processes. He also rejects the implication that it is only because of negotiation in particular that old rules and roles are dismantled and replaced by new ones. Rather, Strauss maintains that the structures of social orders to some extent are always breaking down and being reconstituted, and even when they are maintained in relatively stable forms, negotiation is one of the processes contributing to that maintenance.
