- W2528347777 abstract "Summary. This paper considers the potential in the current industrial environmentfor new technology based employment growth in development regions. It is concluded that, without radical policy changes, the outlook for new jobs in the depressed industrial areas is bleak. The creation of new employment has been the prime motive of regional policy since its inception in 1934. The exact employment impact of regional policy on development areas is difficult to disentangle from jobs that would have occurred ' naturally'. There can be little doubt, however, that mobile industry policies, while not solving the prob lems of development region structural decline and subsequent unemployment, have significantly ameliorated otherwise intolerable levels of regional unemployment (Brown, 1972; Moore and Rhodes, 1976). For the foreseeable future, however, the mobile industry phase of industrial policy is either dead or in abeyance. The main implements of regional policy (controls and incentives) have been rendered impotent by the paucity of industrial expansion result ing from recent years of recession and semi-recession. This decline has created a policy vacuum, but recent radical advances in industrial technology have acted as a spur to arguments for a new technology based regional policy which emphasises growth in depressed regions through the pursuit of new industrial techniques (Thwaites, 1978; Ewers and Wettman, 1980). The regeneration of depressed areas of Britain through the stimulation of new technology has much appeal, if for no other reason than that their decline is largely attributable to past failures to reinvest in new tech nologies in industries once in ascendancy (e.g. iron and steel, shipbuilding, textiles). The question now is to determine the realistic possibilities for future technology-led employment growth in Britain's depressed regions under current conditions. Moreover, if the main thrust of current policies is wrongly directed, how and where should adjust ments take place? The process of regional technological change At a very basic level, a depressed region can obtain new technology in two ways. The technology is either imported from another region or country, or it is internally developed. These two sources will each be considered separately with comments on their employment potential. Imported technology, as it applies to manufacturing industry in depressed regions can itself be usefully sub-divided into two functional categories. First, new process tech nology influences the efficiency of manufacturing plants. Second, new product techno logies help maintain the interest and patronage of existing customers and create new markets for the innovating firm. Evidence from extensive survey work suggests that the bulk of new process inno vations take the form of purchased machines and that the development regions perform adequately in the introduction of this technology (Oakey et al., 1982).
