People at all levels of the university can participate and contribute in the global community through videoconferencing. Of particular value in Special Education is the use of videoconferencing for research dissemination and discussion, development of educational policies and programs, and demonstration and analysis of methodology and practices. At Bridgewater State College, the first such undertaking is using interactive teleconferencing to train teachers in Russia to better meet the needs of children with disabilities. * Our-russian Connection The John Joseph Moakley Center for Technological Applications at Bridgewater State is a multimillion dollar facility with a mission to enhance teaching via technology. Although the high-tech component is the focus of much attention, the purpose of the endeavor is more benevolent. Through interactive teleconferencing, the lives of children with disabilities (Cerebral Palsy, Autism and Down Syndrome) living in Russia will be significantly improved. The center was designed to serve as a learning laboratory where the latest advances in educational technologies are tested, demonstrated and employed, and made available to educational institutions throughout the world. Moakley Center has numerous electronic classrooms and an electronic Educational Curriculum Center that is linked via fiber optic cable, microwave and satellite dishes to other facilities around the world. Both an 11 meter C-band and a 6.1 meter Ku band satellite are used for national and international communication. The Russian-American Special Education Project is one of the premiere undertakings. The venture began in 1992 to address the needs of the disabled in Russia. A team of concerned Bridgewater State students, staff and faculty was formed. Within a short time' local public school system administrators and teachers had joined. Participants include the college's Special Education Department faculty, who are primarily involved to promote international service delivery to the disabled. The Special Education teachers and administrators from local public and private schools--Millis, Wrentham, Brockton, Bridgewater and Quincy--became involved through invitations from the college. Their concerns are directed to developing international partnerships. Boston College affiliates have also come onboard, interested predominantly on the impact of videoconferencing and the dispersion of state-of-the-art Special Education practices and philosophies. Parents of children with special needs complete the group, offering insight unavailable to those not living with the population. This diverse group is linked by their commitment to the disabled. The goal of the group is to investigate the issues described, collaborate with teachers in Moscow and similar settings, and to use the technological capabilities of the Moakley Center to train educators to better meet the needs of children with serious special needs. In March 1994 the group traveled to Moscow to collaborate with a team of Russian educators and administrators. They formed an alliance dedicated to the mutual sharing of information by interactive videoconferencing. While such capabilities were not online in Moscow at that time, within weeks the first Moscow-boston interactive teleconference was conducted. Less than a year later, on February 3, 1995, the first Russian-american Special Education Teleconference convened. Participants joined in sharing an array of ideas and information about Special Education policies, practices and attitudes. Three topics were of particular focus: the role of the clinical psychologist in Special Education, training students for transition into work, and helping parents of children with special needs.
