All prospective teachers confront this question: Where do I find a high-quality teacher education program that will prepare me to be the best teacher possible? They look for programs that have outstanding records in teacher preparation and that consistently maintain high standards. These criteria led me to choose the University of Northern Iowa (UNI). However, the confidence that I once had in UNI's commitment to high-quality education was abruptly called into question on 10 March 1992. On that day the presidents of Drake University and the three Iowa regent schools (UNI, the University of Iowa, and Iowa State University) announced their decision to withdraw from the National Council for Accreditation of Teacher Education (NCATE). For years NCATE has accredited the top programs in the U. S. when they have met its rigorous standards. But now NCATE's seal of approval has been removed from the education I received. Why did these Iowa schools drop out of NCATE? Why would a practice that has helped maintain a level of excellence be discarded? The explanation offered by the university presidents included expense and low standards. They contended that the quality of their programs would not be affected by their decision to abandon NCATE. This explanation fails to satisfy me, however. Low standards may be a problem elsewhere, but that is not the case with NCATE. If any entity is guilty of lowering standards, it is the universities themselves. NCATE recently raised its standards, making it more difficult for member schools to achieve accreditation. Drake University recently failed an NCATE review and was able to pass only after a special second review. Indeed, more schools are failing to meet NCATE standards today than ever before. As the standards become increasingly difficult to reach, it is clear to me why NCATE has become unpopular. The old face-saving advice, Dump them before they dump you, must seem very attractive to university administrators. The presidents also claimed that NCATE required a lot of paperwork and that this was becoming too great a burden financially. This claim demonstrates that quality has lost its battle with convenience. Maintaining quality certainly carries a high price tag, but the cost of mediocrity is ultimately far higher. The universities have become victims of the budget crunch in Iowa and have been cutting back on lower-priority programs. Dropping out of NCATE was frightening evidence of where the education programs stand on the list of priorities at these universities. Moreover, with NCATE out of the way, the armor of accountability has been removed from the programs, and they are vulnerable to other cuts. The presidents claim that the quality of their programs will not be harmed. Let's call on our common sense here. For example, UNI certainly has a tradition of excellence in its College of Education, but tradition does not guarantee quality. …" @default.
