Condensed text:) Editors’ Note. - No one has any doubt that the [Sept. 11] Belarussian parliamentary elections went smoothly, cleanly and without violations. For the first time in recent years, representatives of opposition parties have been elected to the parliament of the Republic of Belarus. Ahead of the elections, Mikhail Gusman interviewed Belarussian President Aleksandr Lukashenko for Rossiiskaya gazeta. ... * * * ... Question. - A series of anniversaries are approaching: This year, the [25th] anniversary of the CIS and next year, the 25th anniversary of the establishment of diplomatic relations between Russia and Belarus. By my count, you have visited Russia 85 times since 2000. Understanding that there are probably some difficulties and problems [in Belarussian-Russian relations], how do you assess the present state of relations overall? ... Answer. - Today, when I was thinking about our meeting, I asked myself: What does Mikhail [Gusman] want from me? Why am I in such high demand in Russia right now? And I decided: I’ll ask him as an old friend what he wants to hear from me - the truth, as usual, or -. . . ... Q. - I don’t want anything from you but the truth. And the truth holds all kinds of things - both good and bad, things that make you feel joy and pain. That’s what I want to hear. ... A. - You know, we have done a great deal, more than any other post-Soviet republic or former socialist country in terms of [fostering] unity to ensure that our people were not hurt by the disintegration of the Soviet Union. We have made numerous decisions to ensure that Belarussians and Russians have equal rights [in Belarus].. . . ... This is a special country. And Russians feel very much at home here, even better than that. ... Q. - That’s the gospel truth. ... A. - There, you said it yourself: This is our great achievement. It did not come easily; for three years [after Belarus gained its independence], veritable nationalists were in power in our country - the friends of some of today’s (not even today’s, but yesterday’s) Ukrainian nationalists. We could have gone too far. And it was only the [1994] presidential election that saved us. This Lukashenko appeared from nowhere and held a referendum on the union of Belarus and Russia.. . . ... We have done a great deal as part of this major project - building the Union State.. . . ... However, it would be wrong if we paid attention to and talked only about the positive aspects. We have a lot of problems. On this path, we probably did not agree with Russia on certain things. Russia would brandish the gas pipe and then the oil pipe, cutting off gas supplies and then oil supplies, or not allowing our goods into the Russian Federation. Perhaps we did not act quite appropriately, although we tried not to offend or anger our big brother. This is also true. However, even right now is not the best [of times for Belarussian-Russian relations] in some ways, when for no good reason [the Russians] begin to reduce oil supplies to Belarus, contrary to our agreement, because we purportedly do not pay enough for natural gas. What does gas have to do with oil? There are contracts! There are already occasional media reports about this, even though I warned the Russian president: [He] should not unleash this media campaign and tarnish our relations; after all, a great deal has been accomplished. ... Consider defense. The Belarussian Army is 75,000 [strong]; we’re now reducing that number to 55,000. That number is enormous for Belarus. NATO has acknowledged this as the most modern army in the post-Soviet space, protecting not only Belarus but also Russia within the framework of the CIS. Our air defense - ... Q. - You aren’t disclosing a military secret, are you? ... A. - No, no, we have signed a treaty on an integrated air defense system. Russia implored us to make this a joint asset. We have a joint missile defense system, a joint grouping in the Western sector; NATO members know this, and the Belarussian Army serves as the foundation. ... In other words, we perform the main function - security, defense - here together. With our Army, even if it is 55,000- or 75,000-strong, we won’t be able to counter modern-day threats without Russia. At the same time, in the Western sector, Russia cannot get by without Belarus, without our role in defense, including what I describe as our common Fatherland.. . . ... Q. - This must be why the Union State of Russia and Belarus was created 16 years ago. However, I have a question about it: Do you believe that it has in fact materialized as an institution? In what respect has it materialized? In what respect does it still need additional fine-tuning? What are you happy and unhappy with? After all, you know, it sounds serious: the Union State of Russia and Belarus. The Supreme [State] Council [of the Union State] held a meeting recently." @default.
