- W254446647 abstract "Information dominance helped assure success at the ATC in defeating the enemy to a greater extent than at JRTC However, several challenges accompany dominance and its impact on C^sup 2^ ... More information is not away better ... Mismanaged information can be dysfunctional and overwhelming. I WAS FORTUNATE to command a fight infantry battalion at two Combat Trainin Centers (CTCs), the Joint Readiness Training Center (JRTC), Fort Polk, Louisiana, and the National Training Center (NTC), Fort Irwin, California. However, each rotation, or fight, was not only different in the enemy the force faced, but also in how the force was composed to fight the enemy. At the NTC, the battalion fought as a digitized force participating in the Army Warfighting Experiment (AWE) with numerous high-tech initiatives as part of the FORCE XXI Task Force of the I st Brigade, 4th Infantry Division. Six months later the battalion was in the fight at the JRTC as a strictly analog force having turned in all the high-tech equipment upon completing the AWE at The two different forces were successful in both rotations facing different enemies; however, the digitized force that fought at the NTC was a more lethal and dominating force due to the initiatives and ideas that were ingrained in the FORCE XXI concept. There were many times at the JRTC when the young soldiers, noncommissioned (NCOs) and officers that had been a part of the AWE said, Sir, if we would have only bad ... like we did at NTC. After having fought both digitized and analog, I believe the Army is heading in the right direction with its initiatives to leverage technology to gain an appreciative advantage over future enemies. Keeping Our Edge Three significant areas we all will have to face have arisen from the AWE and FORCE XXI initiatives. The impact of battlespace/information dominance and its effect on command and control (C), a new appreciation of situational understanding and the ever-increased lethality of the force as leveraged by technology will all challenge our future leaders. Outlined below are the rewards and challenges this new technology and concept will have on the Army in gaining a distinct advantage over any adversary. Information is critical to any commander to effectively and efficiently command and control a force. Timely information is more important. The FORCE XXI initiatives provided the commander with an extraordinary amount of information that improved the force. To assist in this information management, the force was integrated into the Army Command and Control System (ATCCS), which gives automated C^sup 2^ support to the commander and staff and provides a common battlefield picture. The battalion's tactical operations center was out fitted with the Maneuver Control System/PHEONIX (MCS/P) run by the S3. The All-Source Analysis System (ASAS) was operated by the S2, who also operated the Global Broadcast System Battlefield Awareness Data Distribution System (GBS-BADD), providing automated and digital video linkage with unmanned aerial vehicles (UAVs), Joint Surveillance Target Attack Radar Systems (JSTARS) and additional rmtinnil intelligence sources. The fire support officer (FSO) operated the Advanced Field Artillery Tactical Data System (AFATDS), linking him with the brigade fire support net composed of 155mm Paladin howitzers, a light 105mm battery and the mortar fire control system of organic 120mm mortars. All staff elements were commonly linked with subordinates and superiors through the Tactical Internet (TI) using common software known as Applique. On the receiving end within the light battalion were soldiers and leaders at the battalion, company, platoon, squad and section levels accepting this information through vehicular-mounted digital computer equipment kits or dismounted through the Dismounted Soldier System (DSS), the precursor to the ongoing Land Warrior project. Collectively, these systems provided the commander a greater ability to go through the tactical decision-making process and prepare operations orders (OPORDS) in a timely and efficient fashion. …" @default.
