- W255034343 abstract "This paper describes how the Bay Area Rapid Transit District has been extremely successful by most measures in its first forty years of service. Today, BART enjoys record-high ridership attracting nearly 400,000 passengers per day. Fleet reliability has improved by more that 100% since 1974, achieving Mean Distance between Failures (MDBF) of approximately 100,000 miles. Despite this success, the BART Rolling Stock and Shops Department realized that it was operating dangerously close to capacity, and that more dramatic improvements would be needed to meet predicted service growth. Historically, vehicle maintenance has operated on a run-to-failure philosophy. As a result, troubleshooting and repairing of vehicles that have failed in service consume the majority of maintenance resources, leaving only 10% of the available maintenance dollars for performing scheduled maintenance. Performing vehicle maintenance using a run-to-failure philosophy requires carrying a large inventory of vehicle component stock. This inventory ties up millions of dollars that could be better invested in material and tooling of more immediate benefit to the authority. Additionally, high inventory quantities mask inefficiencies in parts ordering, procurement, inventory control, and distribution.
