Bu değişim hareketlerinin bir sonucu olarak 1845' te polis teşkilâtı kuruldu. 1880' lerde ise vilayetlerde teşkilatlanmaya başlamasıyla öncekinden farklı, kendine özgü bir iç güvenlik kültürü oluşmaya başladı. Bu okulu Dersaadet, Beyrut, Adana, Bağdat Trabzon, Erzurum polis okulları takip etti. Buna göre Osmanlı polis okullarının eğitim stratejileri nedir? Eğitim programları hangi konuları içermektedir? Sahip oldukları eğitim araçları ve diğer imkânlar nelerdir gibi soruların cevaplarını bulmak, bu araştırmanın amacını oluşturmaktadır." @default.
