• W2553353802 abstract "The hypothesis of this paper is that institutional and governance change is not only caused by path-dependent domestic factors, but can be attributed to external ones and espe- cially to EU conditionality which influenced institutional performance during the pre- accession period. This hypothesis will be verified empirically by comparing the institutional and governance development of two groups of EU accession countries, the so-called first- wave candidates (Luxembourg group) and the second-wave ones (Helsinki group). Data for the comparative analysis stem from the World Bank governance indicators and from the In- ternal Market Scoreboard which measures the progress of adopting the EU directives for the internal market. The analysis shows two interesting results. First, EU conditionality had a stronger effect on the Helsinki group than on the Luxembourg group in terms of regulatory quality and government effectiveness. Second, the effect on the rule of law (enforcement of rules) was only minimal. The author of the paper ascribes the low governance and institu- tional quality mainly to non-path dependent factors and underlines the fact that difficult socio- economic conditions hindered the effective implementation and enforcement of EU legisla- tion in most second-wave countries." @default.
