In response to widespread water quality and quantity issues, the NZ Government released the 2011 and subsequent amended 2014 National Policy Statement (NPS) for freshwater management, the ‘Freshwater reform 2013 and beyond’ in March 2013, and proposed RMA reforms to set out a new approach and pathway to manage freshwater nationwide. These documents identified a number of priorities and core objectives, including the need for collaborative planning, effective provisions for iwi/Māori involvement in freshwater planning and decision-making, and the implementation of a national objectives framework (NOF), in which values would be identified and national standards, bottom lines, and ‘limits’ for water quality would be set. The decline in water quality and quantity, and its state of mauri, is a significant issue for Māori. This is typically represented in local tribal areas by widespread degradation of customary resources, including extensive habitat area reduction, low flows in rivers and streams, reduction in flora and fauna populations, and poor condition of ecosystems and resources (e.g. mahinga kai, taonga species, habitats). Within the context of freshwater co-management and collaborative decision-making, we present and discuss a methodological framework and process model to guide a collaborative process for setting freshwater limits and standards to protect, sustain, and enhance Māori cultural values. The framework and model is centred on core Māori/tangata whenua values and principles to identify issues, establish methods, and consequently inform decision-making. Six key steps are recognised towards achieving desired cultural aspirations and stated outcomes; a seventh step has been added to identify the setting of limits and standards to sustain cultural values. This framework, when followed, provides a robust process to increase iwi/Māori participation in freshwater management decision-making. As part of this process, monitoring is used to measure progress towards or away from desired iwi/hapū aspirations and outcomes. Aspirations, defined through stated goals and objectives and based on iwi/hapū values, are given in many planning documents such as iwi/hapū management plans, strategies, co-management agreements, and research reports. Two case study examples are given to illustrate the framework and methodological steps, one working with the iwi Te Uri o Hau in the Kaipara harbour catchment, Northland, and one with the iwi Rangitāne o Manawatū in the Manawatū river catchment. Current work with both iwi is investigating and evaluating the application of catchment-modelling approaches using tools such as GIS, CLUEs, and SedNetNZ to identify critical source areas of freshwater contaminants (e.g. nitrogen, phosphorus, pathogens, sediment) in order to help inform iwi/hapū management and decision-making." @default.
